近日,广东一女子在家中生产一名女婴,家属到医院办理出生医学证明时遇到难题,医院方表示,按照规定,需要出具亲子鉴定报告,医院才能办理出生医学证明。此事引发网友热议,认为亲子鉴定的规定有添乱之嫌,医院这样做似乎在故意刁难。据报道,12月18日亲子鉴定结果出来后,12月20日,惠东县第二人民医院顺利给该婴儿出具了出生医学证明。婴儿的父亲张先生向记者介绍,“我急着给女儿上户口,办医保,但没有出生医学证明这些都办不了。”其实,此事中把亲子鉴定作为开具出生医学证明的前提条件正体现了医院的严谨,既能防止涉婴违法事件的发生,也能更好保护母婴权益,确保出生医学证明的严肃性和准确性。此次,婴儿父母“由于疏忽,未能及时入院待产”有一定特殊性。但针对在家产子的这类规定,是对孕产妇和新生儿的关心与呵护。近年来,全国孕产妇住院分娩率持续稳定在99%以上,但仍然有个别地方存在让产妇在家生产的传统风俗,这容易导致新生儿破伤风,引发其他不必要的健康风险。因此,让在家产子者,在得到出生医学证明方面经历更严格的审核,也是在鼓励更多人去医院分娩。而没有医务人员在场的在家分娩,存在更多法律风险。婴儿出生缺乏“见证人”,生育过程就存在作假的可能,“代孕”甚至贩婴等涉婴违法行为就有了操作空间。出生医学证明是新生儿的重要法律凭证,出具必须严格遵循相关规定,确保真实性和准确性。目前,我国不少地方的医保部门推出了“出生即参保”政策,即婴儿只要一出生,不必等家属为其办理医保手续均视为已自动参保,出生后产生的医疗费用均可以享受参保报销福利。这项惠民政策应该覆盖在医院外出生的婴儿,不必等家属拿到出生医学证明再去办理参保。但在相关政策尚未完善之时,医院按规定办事无可厚非,这也是在提高民众办事便利度和降低风险之间,在现有条件下的最优解。□罗志华(医生)评论投稿信箱:[email protected] [email protected]" style="display:none"
